Cilacap Phase III Project Overview

Location
The Cilacap Phase III project is located in Cilacap City, Central Java Province, on the island of Java, Indonesia, facing the Indian Ocean to the south. It is arranged in a triangular formation with the existing Phase I and Phase II units.

Construction Scale
This phase involves the installation of one domestically produced 1,000 MW ultra-supercritical coal-fired power unit, along with a flue gas desulfurization (FGD) system.

Construction Objectives
Guided by the principles of "cost-effectiveness, system simplicity, reduced redundancy, safety and reliability, high efficiency and environmental protection, and people-oriented design," the project emphasizes economic feasibility, rationality, and technological advancement. It aims to minimize resource consumption and build a highly efficient, water-saving power plant that maximizes comprehensive benefits over its entire lifecycle.

Southwest Electric Power Design Institute (SWEPDI) pioneered the "1,000 MW Ultra-Supercritical Single-Reheat High-Efficiency Technology Solution", integrating complete host equipment selection, auxiliary system configuration, optimized plant layout, and advanced material/process applications. By embedding refined design philosophy into system optimization, cost control, and safety/environmental measures, SWEPDI ensures meticulous attention to every detail throughout the plant's lifecycle.

  • Turbine Generator: The project adopts China’s latest third-generation hydrogen-cooled turbo generator, with a 0.85 power factor and 1,176 MVA rated capacity—making it the world’s most advanced and largest-capacity coal-fired turbo generator.

  • Customized Design: The team tailored optimized foundation and main powerhouse layouts, while architectural designs respect Indonesian culture and local aesthetics.


Cost Efficiency

  • Land Savings: The compact layout utilizes the reserved northern plot of Cilacap Phase II, forming a triangular arrangement with Phases I and II.

  • Construction Savings:

    • Shared water intake with Phase I for streamlined piping.

    • Expanded Phase II’s 500 kV substation, leveraging existing grid connections (Bali-Java network) without new transmission lines.

  • Investment Savings:

    • Open coal conveyor system reduces costs.

    • Reused Phase II’s marine/land/air transport infrastructure for coal, oil, ash, chemicals, and heavy equipment.


Safety

  • Seismic Resilience: Java’s high seismic risk demanded rigorous site studies. The design incorporates optimized ground motion parameters for earthquake resistance.

  • Foundation Stability: The coastal swamp required 50-meter-long prestressed high-strength concrete piles to anchor critical structures.

  • Structural Support:

    • Steel-based seismic systems with rigid + braced frames (lateral) and hinged + braced frames (longitudinal).

  • Ash Pond Flood Protection: Designed to exceed 100-year high-tide levels, ensuring resistance to waves and storm surges.


Environmental Protection

  • Strict compliance with Indonesian emission standards for flue gas, wastewater, and noise.

  • Zero wastewater discharge: Treated water is fully recycled.
